Procurement of Community Mental Health Services

 

 

1.0          Purpose Of Report

 

1.         Community Mental Health Services

·         Recommendation – that the Corporate Director in consultation with the Executive Member approves approval of the re-procurement of the contract for the ‘Provision of a Community Mental Health Service’ commencing on 1 October 2025.

 

 

2.0          Executive Summary

In 2018, NYCC commissioned several providers to deliver preventative Mental Health Services across the then 7 districts of North Yorkshire in 6 Lots. 

 

The current contract term ceases 30/9/2025 and there are no further options to extend within the current contract

 

This procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and the Authority is to follow Direct Award Process C.

 

Recommendation that the contract duration be 2 years with a provision for two extensions of 1+1 years. This would allow for some security along with sufficient flexibility to respond to future opportunities to better align with health services. A formal service development improvement plan will sit alongside the contract, and we will actively work with providers on transformation and embedding this in their service.

 

3.0          Background

 

3.1          Service Background

 

The main objectives of support delivered through the Contract are:

·         To help prevent people from developing mental health issues.

·         To support people with mental health issues to recover and stay well.

·         To act as a local point of contact for people with mental health issues or concerns and their carers and family members.

·         To support people with mental health issues or concerns to be able to access the support they need.

·         Provide brief interventions on practical support for people with mental health issues or concerns.

·         Provide social support and support social inclusion for people with mental health issues or concerns; and

·         To promote self-management of mental health conditions

 

 

 

3.2          Contract

 

In 2018, NYCC commissioned several providers to deliver preventative Mental Health Services across  North Yorkshire in 6 Lots. 

 

The current contract term ceases 30/9/2025 and there are no further options to extend within the current contract. The total annual payment is £246,395.

3.3          Performance

The service is meeting the contract requirements, delivering a well-used service and extending their reach using a mixture of approaches including offers of telephone support, group activities and 1:1 support. Referrals are accepted from any source, including self-referrals and referrals from family members and carers, and professionals.

 

The Council has a summary of information relating to the contract which includes the number of people receiving support, types of information, the number of referrals, type of mental health conditions, feedback from people who use the service and case studies.

 

The council has completed a self-assessment as part of the Direct Award requirements and has assured itself that it meets the criteria to be subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and for the Authority is to follow Direct Award Process C.

 

4.0 Contract terms

4.1 Alternative Options Considered

 

The alternative to re-procuring this service would be to reduce the service level available and cause instability in the market. This would reduce the ability of the service to support individuals and promote good outcomes.

 

5.0          Financial Implications

 

The contract value will be £257,512 (HAS £206,490 and HNY ICB £51,041.82), this is an increase of £11,136 on the existing funding. The additional funding will be drawn from the Community Mental Health Transformation budget.

 

 

6.0          Legal Implications

This procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and the Authority is following Direct Award Process C. As part of this process, legal and procurement risks are considered and addressed.

 

 

7.0          Conclusion and reason for recommendation/s

 

The Community Mental Health services continue to provide good quality and good value services. This procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and the Authority is to follow Direct Award Process C. This results in procurement of the existing providers for the recommended term.
